Pastor Horacio Hall
Lead Pastor
Horacio R. Hall was born in the Panama Canal Zone in Panama, Central America. He
is the youngest of fourteen children. He accepted Jesus Christ as his Lord and Savior in September of 1987 and was called to the ministry shortly thereafter. In March of 1997, he moved his family to the Tidewater Virginia area and started the Faithway Baptist Church (now, Faithway Community Fellowship).
Horacio’s love for people and God’s work has opened doors for him to serve on various platforms around the area. He has led the Ordination and Credentials Board for the Tidewater Bridge Network of Churches and has been a part of the Committee of Committee’s Board for the Virginia Baptist Association in Richmond, Virginia. He now serves on the Executive Board of the Union Mission in Norfolk, VA and also serves as a board member for the Global Friendship Ministries (The GLOBE) for international students at Old Dominion University in Norfolk, VA. In August of 2023, he was appointed as the regional director for the eastern region of the National African American Fellowship (NAAF - a national fellowship of over 4,000 predominantly African American churches affiliated with the SBC.
He has a passion for seeing people come to know the Lord and loves doing mission
work both locally and internationally. He and his wife, Gale, have been married for
thirty-four years and have two adult sons. They have served the Lord faithfully at
Faithway Community Fellowship for over twenty-seven years.
Dr. Gale Hall
Dr. Hall came to know the Lord at the age
of eight through a local church’s bus ministry in the small town of Accomac,
VA. It was through the Baptist Bible Church that she began singing and
playing the piano around the age of ten. She overcame a speech impediment
mainly through the vehicle of singing praises in her church. It was through
that experience that she developed a desire to share her gift of singing to
bring others to know Christ as Savior, and to be drawn into a deeper worship
relationship with him. Her favorite Scripture for her worship ministry is Psalm
66:2 – “Sing for the honor of his name, make his praise glorious.” She
proclaims with a radiant smile – “I love the Lord, I love His church, I love
His people, I love His word – and because I am very passionate about His
ministry – this is what I sing about!”
Dr. Hall resides in Virginia Beach, Virginia with her husband Pastor Horacio
Hall and two sons. She is a very active part of Faithway Baptist Church
in many ways – Worship Leader, Women’s Ministry Coordinator, and Director of
Educational Ministries. She is currently the principal at Atlantic Shores
Christian School in Chesapeake, Virginia where she has worked since 2003.
She is also an adjunct professor at Regent University since 2018.
She holds a bachelor’s degree in Elementary Education from Carolina
University, a master’s degree in Human Services and Executive Leadership, and a
Doctoral degree in Educational Leadership from Liberty University.
Pastor DeQuentin Dickey
Associate Pastor
Willard D. Dickey, known as Quentin or “DQ” by family and friends, serves as the Associate Pastor for Faith Way Community Fellowship, and adult learning professional for the Department of Defense. Born in Oxford, North Carolina, Quentin’s early childhood years were spent in South East Washington D.C. and later in Richmond Virginia where he lived with his paternal grandmother. He completed grade school in Richmond and four days following graduation, he departed to recruit training initiating his military career in the United States Marine Corps. He completed Marine Recruit Training at Paris Island South Carolina, graduating as the honor graduate for his platoon.
Early in his Marine Corps career, he travelled to many places around the world, but like many young Marines, he struggled to ‘find himself’ & purpose in life. Frustrated with life’s struggles, he sought encouragement from his grandmother and aunts. It was at this time (in 1993) that he became a Christian (just before turning 21). Transitioning from being an Infantryman (Machine-gunner), he would spend the remainder of his military career as a Marine Intelligence Analyst. In 1995 he met and wed, his - now, 27-year wife, Jami. They started their family of five children in Camp Pendleton California and moved to Okinawa Japan where they were stationed for 6 1⁄2 years before returning to Norfolk Virginia.
Marine Corps service and ministry seamlessly merged into one. From the Northern Arabian Gulf, to East Timor, and from the Far East in Asia, to three combat tours in Afghanistan, Pastor Quentin found himself serving as a professional and spiritual mentor/counselor to peers and subordinates. In 2004, Quentin surrendered his life to full-time ministry service.
Retiring in 2012, Quentin has served as an assistant program director, and Instructional Designer/eLearning Specialist. He is currently completing his degree in Church Administration and Pastoral Leadership at Regent University. Leveraging his love for graphic design, in 2020 he launched his independent marketing and consulting company, Design Excellence. Articulate and driven by a passion to serve others, Pastor Quentin serves as bible teacher, speaker, counsellor and life coach. His personal evangelistic passion seeks to minister to those experiencing homelessness, and behavioral health challenges.
Culminating a successful military career, as a Marine Master Sergeant – his personal decorations include: Bronze Star (Afghanistan), Meritorious Service Medal, Navy Commendation Medal, (4) Navy Marine Corps Achievement Medals, two meritorious promotions and other campaign and service excellence awards.
He describes himself as, ‘a product of grace’, citing 1 Corinthians 15:10 as his life verse – “But by the grace of God I am what I am: and his grace which was bestowed upon me was not in vain; but I laboured more abundantly than they all: yet not I, but the grace of God which was with me.”
Mrs. Jami Dickey
Born and raised in Indianapolis, IN, Jami accepted Christ as a teenager in 1988 at Light of the World Christian Church. A quiet and reserved person, Jami enlisted in the United States Marine Corps in 1993. She served one enlistment receiving a Navy Commendation Medal and honorable discharge. While on active duty, she met Quentin (1995). Anticipating orders overseas, they enjoyed a short engagement and were quickly married (four months after meeting). Fallbrook, CA was home for this new family of four.
Together they grew in their understanding of what it meant to be saved. They
served the Lord faithfully while attending Maranatha Baptist Church in Okinawa,
Japan. They served in the bus ministry, and children’s church. She also served
in the nursery, on the cooking team and participated in outreach
activities.
Later during her husband’s military career, she re-enrolled in Faith Bible Institute where she received her Lay Readers’ Certificate of Completion. She currently supports various ministry functions at Faithway Community Fellowship, with a focus on children’s ministry. She also assists with special events like outreach, VBS and women’s ministry activities.
For over 25 years she has seen the Hand of the Lord move, cover and bless their lives and the lives of their five children.
